Resumen

Este artículo explora el impacto de los préstamos basados en políticas (Policy-Based Lending) de los bancos multilaterales de desarrollo en la implementación de políticas sectoriales en Costa Rica. Analiza cómo los factores contextuales del entorno político y administrativo de Costa Rica, el nivel de apropiación de la ayuda (Aid Ownership) por parte del país receptor y las dinámicas de involucramiento del donante median esta relación. La investigación busca comprender, de manera cualitativa, si los préstamos basados en políticas facilitan la implementación de políticas y contribuyen a una mayor efectividad institucional, particularmente considerando la historia de dependencia de la deuda externa en América Latina y los persistentes desafíos gubernamentales. A través de entrevistas con personas expertas, el estudio busca aportar información valiosa para quienes formulan políticas y para las estrategias de ayuda al desarrollo en la región.
