Abstract
This article explores the impact of Policy-Based Lending from Multilateral Development Banks on Sectoral Policy Implementation in Costa Rica. It analyses how Contextual Factors within Costa Rica's political and administrative environment, the level of Aid Ownership by the recipient country, and the Donor’s engagement dynamics, mediate this relationship. The research aims to understand qualitatively, whether PBLs facilitate policy implementation and contribute to broader institutional effectiveness, particularly given Latin America's history of relying on foreign debt and persistent governmental challenges. Through expert interviews, the study aims to provide policymakers and development aid strategies in the region with valuable insights.
