Abstract

Although Costa Rica is the oldest democracy in Latin America —with no interruptions in the electoral process since 1953— and boasts impressive economic and social achievements, important challenges remain to deepen the quality of its democracy. One of them has to do with fostering social dialogue, which implies that political decision-making is an inclusive process that results in a high degree of institutional stability, common understanding and a joint approach to solving problems and conflicts. Through their voluntary participation in centralized negotiations, civil society organizations help representative institutions (Executive Branch, Legislative Branch) to fulfill their responsibilities. The paper focuses on the question of how social dialogue can strengthen the oversight function (political-parliamentary control) of the legislative institution. First, a theoretical justification is offered for the study of the strengthening of parliamentary institutions and the empowerment of civil society. Subsequently, the importance of civil society for democracy and its participation in parliamentary life through political-social dialogue is discussed. Finally, a few paragraphs are devoted to the differentiation between the institutional roles of parliaments and civil society.
