Abstract

The subject of this article is to decide about the legal viability of modifying, directly by a committee with legislative powers, a bill that questions its degability, as a qualified majority is required for its approval. The latter considering that, in accordance with article 52, subsection 1), of the Regulations of the Legislative Assembly (RAL), these bodies have only nineteen members. To do this, the historical development of the parliamentary functioning through committees is analyzed, especially of those that are able to approve acts.
