Abstract

This research seeks to understand the public value of the gerontological social welfare organizations of the Gran Area Metropolitana, during the time of the pandemic. The public value term was created by Mark Moore (CEPAL,2018) and refers to the value created by a Government through services, laws, and regulations. Furthermore, value is built through individual transactions with citizens, but also by guaranteeing their rights, satisfying their demands, and providing them with quality services. The research topic is how the management of the gerontological organizations of a social welfare should be, creating public value as a basis of social management during the time of the pandemic. The research is descriptive with a quantitative approach. The research instrument used is the survey and used a questionnaire as data collection instrument. The research got a sample of 56 Administrators that belongs to the Gerontological Social Welfare Organizations of the Gran Area Metropolitana such as Long Stay Homes and Day Care Centers for senior citizens. As a consequence, the research reflects on the importance of gerontological welfare organizations on how they build public value during the pandemic, helping the Costa Rican Government, in complying with the duty to promote, protect and make sure the recognition all both, human and fundamental rights of the aged population. Lastly, this research presents some recommendations on the point of view of social management, so that the gerontological social welfare organizations, can bring forth actions that let them to operationalize public policies and bring about public value by overseeing programs and strategies based on the results management.
